Development Building Residential Minor Domestic Structures

Sheds, Garages, Carports and Verandahs

The construction of most minor domestic structures such as carports, verandahs and garages will require development approval from Council.

If Development Approval is required, you will need to consider the following:

Planning consent

An application for planning consent is assessed against the Planning and Design Code.

Key assessment matters will include:

  • Minimising the height and visual impact of the structure on neighbouring properties and the street
  • Structures forward of the dwelling are unlikely to be supported, except for narrow verandahs and porches which provide shade to windows and the front door
  • Total site coverage should typically not exceed 60%
  • Retaining a reasonable area of private open space to the rear and side of the dwelling
  • Retaining generous areas of soft landscaping on the site
  • Setting the structure back off a secondary road boundary (for corner allotments)
  • Use of good quality construction materials, which are pre-colour treated or painted in non-reflective colours – generally of dark/neutral tones

Building Consent

An application for building consent is assessed against the technical requirements of the National Construction Code and other relevant standards.

Key assessment matters will include ensuring that the proposed building will be structurally sound, will meet all fire separation requirements and will not adversely affect neighbouring buildings or properties.

What information is required with an application?

  • Development Application Form
  • Electricity Infrastructure Declaration Form
  • Site plan (drawn to scale) and showing the:
    • location of all existing and proposed structures; and
    • distances between structures and the allotment boundaries; and
    • method of stormwater disposal.
  • Floor plan or plan view of the structure(s)
  • Elevations of the structure(s), showing the height and proposed cladding materials
  • Structural engineer’s design documentation
  • Roof, wall and floor framing details
  • Manufacturer’s details

In addition, the following is required to be provided where applicable;

Easements

Building work is generally not permitted over easements. If you need to construct a building over an easement, approval must be obtained from the authority that has control of the easement. The Certificate of Title will detail which authority has the benefit of the easement.
