North Western Transport Program Trial
The City of Salisbury is committed to continuing to provide transport options for people in the community that do not have easy access to public transport options.
As a result, Council has launched the North Western Transport Program Trial, a six-month initiative to enhance transport accessibility for residents in the northwestern suburbs who face significant barriers to mobility. This program replaces the discontinued Community Bus Service and offers a targeted taxi card scheme for eligible residents.
About the program
The North Western Transport Program Trial aims to support community connection by addressing gaps in public transport. This initiative provides a flexible and convenient solution for those unable to access traditional transportation options, ensuring residents can participate in daily activities and access essential services.
Who can participate?
You may be eligible if you:
- are aged 16 or older
- hold a South Australian Concession Card
- reside in the northwestern suburbs of City of Salisbury
- have limited or no access to a private vehicle or public transport
- cannot drive due to medical reasons.
Exceptional cases will also be considered.

Approved residents will be issued a taxi card within five to seven business days or can collect it from the Salisbury Community Hub.
Book your ride
Use your taxi card to book rides via phone, app, or the taxi company’s website. Present your card at the end of each trip to scan and log your usage.

North Western Transport Program Trial – FAQs
The trial aims to provide accessible transport for residents in the North Western suburbs of Salisbury who have limited or no public transport options.
• Individuals aged 16 and above
• Holders of a South Australian Concession Card
• Residents without a driver’s licence, vehicle, or those unable to drive for medical reasons.
• Residents who have limited public transport options.
• Other exceptional situations may be considered upon request.
The program provides transport options for those living in the North West of Salisbury (please refer to the map) that have limited or unreliable transport services.
• Distance: up to 15km for one-way trips and 30km total for two-way trips.
• Operational hours: cards can be used between 6am to 6pm, seven days a week, including public holidays.
• Card allocations: up to four return trips can be used in a fortnight (two per week) with a maximum of 60km of travel in total within a fortnight. Requests for additional trips will be considered in exceptional circumstances.

• Eligibility check: the council will reach out to you to confirm your eligibility and discuss your specific transport needs.
• Card issued: approved residents will receive a card via mail within five to seven business days. Alternatively, your card can be picked up at the Salisbury Community Hub during normal business hours 8.30am to 5pm.
• Present the card to the driver.
• The driver will scan the card’s QR code.
• If you have a mobile phone or email linked to the card, you will receive a digital receipt and the card balance.
If the trip goes beyond the 15km one-way or 30km return limit, residents will need to cover the additional distance with a gap fee that they will have to pay themselves. It’s important to plan the trip accordingly to avoid unexpected charges.

You can also hail a Suburban taxi and present your card at the end of your trip.
Your card can be used for accessing services, including medical appointments, education, and social and community activities.
Yes. The card provides free travel for a companion/ carer/ family member who is accompanying the eligible resident.
Yes. The taxi company can arrange an access cab. Residents will be able to select a vehicle type with different access needs on the App or by phone request. Pre-booking is recommended.
They have up to two wheelchair access suitable for large chairs, gophers, and shop riders.
Residents will receive a card which has limited credit amounts set on a weekly basis. City of Salisbury staff can monitor the cards use remotely and modify credit limits or cancel the card if lost.
If residents forgot their physical card and don’t have access to the app; they can call the City of Salisbury and ask for the Card ID and read it to the taxi driver or if they don’t have access to a mobile phone, the driver can call and ask for the Card ID.
Yes. Residents can state in their application/ phone call if they wish a digital card to be sent to their phone number / email as a digital card to present to the taxi driver.
Alternatively, residents can use the app for easier access to their card.
To report a lost or stolen card, call 8406 8222, or the backup number 8406 8458 during normal business hours or email communitytransport@salisbury.sa.gov.au. The council will deactivate the card and will issue a new card within seven to 10 business days. The remaining balance within the card will be transferred to the new issued card.
Residents will not be charged to replace a card.
No. The drivers cannot refuse to accept/ scan the card. If a driver refuses a resident’s card the resident should note the plate number of the taxi and report it to the council as soon as possible.

The trial will last for six months, during which time data will be collected regarding usage and feedback. This information will be analysed to assess the program’s effectiveness and inform future transport services. All resident details collected will remain confidential.
